Earlier that afternoon, he tweeted a facebook hosted video directly to POTUS asking for financial aid. In the video, he clearly is reading a prepared statement. It does not appear that he wrote it, as he as some difficulty in reading it such as when he pronounces "pattern" as "paytin":
