It (4515.12) lists the rules for CODELs using military aircraft:

CODELS should not use military travel if commercial travel is reasonably available
[but…Speaker of House does get military support at the Direction of the White House]

Use of military aircraft should be for Congressional members to better understand military
with specific benefit the military, not a goodwill visit or travel to somewhere posing as a military
purpose

Spouses only allowed to accompany if they are actually performing an official Protocol
function - can't just tag along - no arm candy
Note: all 'rules' tend to have a waiver process where a high-ranking person can "assume the risk"
and override the rule on a case-by-case basis
