She’s an idiot. A wall, done properly, does one of two things; deter or displace. Deter, problem solved. Displace: areas protected by a proper wall allow CBP to focus personnel to areas without. Personnel covering unprotected areas increases due to the wall. While perhaps small, more personnel in non-walled areas would also be a deterrent, or a greater “gamble” to the criminal. Tunnels take resources to construct and I would guess they are controlled by cartels and the price for admission is higher. More areas with walls also allows the CBP to focus on finding them as well. I would also venture to say, part of the technology portion of securing the border would include technology to find the tunnels.
