IF a breakaway society formed when Tesla's work went big, regardless of the backstory that's out there now, then it stands to reason they're the top of the pyramid as far as any non initiated would see.

The entire thing could really be a civil war amongst "Plusultra" aka breakaway civilization, maybe the Wizards and Warlocks vs ??

It would make sense for such a group to aggregate control in as few hands as possible and disseminate it feudally from there like we have seen with the pyramid and 3 families.
