Exactly. What was offered is largely irrelevant, the fact that an offer was even made is what's important. Now if a national emergency is declared to fix the problem the Dems can't say they weren't given a chance to negotiate or talk it over before hand since they've turned down or refused to hear any negotiations to address the issue several times already.
