I "assume" POTUS would have sent a written proposal to Pelosi prior to informing the entire nation. The speech was set for 15:00 and changed to 16:00, Pelosi had already set her answer to go out at 16:00 thinking that would be 1 hour after it was announced. Nothing to see here IMHO.
