Essential personnel have to work even without pay during a furlough. This is what is causing all of the issues with TSA.
RIF (Reduction in Force) can be accomplished in several ways if the government is deciding to remove a position permanently. This happens quite often, but not as often as we'd like, because classifiers have to justify enough work for the employee. Positions have to be periodically reviewed. I don't think anyone has seen this scenario but if someone has been furloughed for 30 days or longer the position becomes eligible for elimination. Other example would be a BRAC (Base Realignment and Closure) event causing positions to be eliminated or relocated.
