How do you know? Even the ground based solar collectors can fry a hapless bird or whatever. If the space-based collector couldn't send a strong ray, there'd be no point in doing it at all. And somehow, they have to know who to aim that thing from many miles away. What could go wrong? Oh, yeah, they could fry something they didn't intend to fry.
