I've been going through the OPM Guidance for Shutdown Furloughs, Sept 2015 (link below)…

• Looks like the gov't has to give 30 days notice, which they get with a regular furlough, but with Emergency Lapse in Appropriation furlough, the 30 day notice doesn't count unless they specifically say that it's leading to a potential RIF
