Eminent domain is a problem. Some landowners may lose access to water or rec facilities, for example, which may be more important than being paid for the land taken.

 

Other factor to consider, in today's fucked up world, is how many landowners's are paid by cartel to look the other way or be an accomplice.

 

At the POTUS press conference in Texas with BP there was a big cowboy dude (gave Trump his belt buckle). Dude said he had friends who were not going along because of ED and that needed it to be addressed. It's an issue.
