Memes can be done well with gimp
for win or linux
load picture with gimp
then click on "tools" font and set color and size and position on "move" text
then click on "level down" and then "export" the jpg file. finished
You can also picture in picture. then load 1 picture. 2 picture synonymous push in, then 2 picture is active on "scale" zoom out and move on "position" move. then "level down" again and then export.
