I do remember. It was during the Internet Bill of Rights memewar and the AT&T exec came out with a public statement that seemed to be supporting some version of IBOR. I was suspicious though, having dealt with AT&T as a consumer.

 

WHY would AT&T have a road that disappears underground? Comms services for the tunnels and DUMBs?

The amount of (empty) parking spaces for cars in the two sites I looked at (Pittsboro NC and Rivanna VA) does not match the buildings present on the surface.

We might estimate the size of the underground facility by the number of personnel they planned for.

The Pittsboro, NC site has parking for about 60 cars.

There are supposedly extensive underground military tunnel systems all over the country (world, probably). They would need connections to surface facilities such as comms, fresh air, water, transport to deliver supplies & equipment, perhaps power if not self-contained.
