The President doesn't have a clearance, because he is the ultimate issuing authority and deemed to have full federal access. He has the 'highest possible clearance'…everything and anything he wants to see, he can. Does that mean, the one's guarding certain secrets share them with him…NO…but they do so, or not at their peril.
