If we can still see the moon during the full eclipse because of 'earth shine' why can't we see a new moon? Wouldn't it also reflect the earth's light making it slightly visible?

Go back to the original question. According to science the reason we can still see the moon during a lunar eclipse is because of the reflection of Earth light because the Earth is in front of the Sun, blocking its light. The only way we still see the moon is because of earth shine. Fine. Why can't we see new moons? Why aren't they illuminated by earth shine too?
