3/4 of the Soviet overseas intelligence budget was spent on subversion. They had so many agent in DC they were always bumping into each other.

This is the 50s and 60s anons, and according to a consensus of US intelligence analysts "The US had no military or industrial secrets of any importance that hadn't been stolen by 1949 (Or thereabouts) So anons all the RU intelligence budget was spent not on espionage but on subversion.

The Soviets had so many "5'th columnists " as they were called at the time, american commie traitors, so many that Americans were running networks of other Americans for the predecessor agencies of GRU and FSB.

Backstory anons: FSB executed more GRU generals than died heroically fighting in the Great Patriotic war. The executed general had more Hero of the Soviet Union medals than a Cossack has body lice.

The GRU is regarded as the elite, patriotic digital warrior of Russia. The FSB is more like the clumbsy robotic arm of satanic tyranny, but the FSB says that's totally fake and gay, so anons must decide.
