This kind of Magic thinking has been in the black community since at least the 50’s;
They called it the Night Doctors.
Claimed that white doctors would drive around and kidnap black children.
No actual evidence existed.
This idea, as far as I can tell, comes from when the Ambulances were owned by the funeral parlors and the Black Owned ones,,, well,,, They got more money for you being dead than alive from the County.
This is an extension of the psychosis that the Black community suffers from; They are not responsible for anything, ever
