Trump wrote an EO declaring govt shutdowns a National Emergency, during which presidents can order their cabinet to restructure their agencies to absorb a portion of the layoff, so that dead wood is sloughed & good workers are off furlough, end of problem of unpaid workers but govt is still closed - and smaller - something like 25% in this case.
