The lower court ruled BHO had the authority to sign EO for DACA. POTUS can simply rewrite it and insert a number one for quantity if he wants to be an asshole. It was a nonsense ruling that shocked everyone. They were just trying to stop POTUS but it works both ways. If 1 president has the authority, by executive memorandum, to institute an immigration policy then all presidents have the authority.
