So Payback is a stumbling block however we may be reading it wrong

Instead of reading it as "Payback for (what happened) Today"

it could be read as "Payback (scheduled) for Today"

Bringing Snowden back to US for trial is an Embarrassment for the CIA and his testimony may be further embarrassment. Also, this is their guy that would be arrested.

So this could be the "payback" designed to hurt CIA for their past wrongs

Perhaps Snowdens initial sabotage on behalf of the CIA is what this is public embarassment will be payback for
