KEY TO UNDERSTANDING FAKE NEWS…here's a quote:

There is typically one sentence in a propaganda story that identifies the intent of the lies…in this paragraph, the author ties "disinformation" and "Russian interference" to "account tweets" and the incident in question WITHOUT A SHRED OF EVIDENCE…they will, however, maintain that there is "currently not enough information to attribute. Also note the exaggeration of "increased concern."
So, while the statement may be technically true, the obvious objective is to associate the ideas in the reader's mind. Using this psychology, EVERYTHING AND ANYTHING can be reported as "fact." Same tactic as "if it's true."
