As a Contract writer for a oil company's major capital projects ($500,000,000+), every one of these documents amount to nothing. Emails and cartoon drawings.

 

Let me break down the planning and funding for a project of this magnitude.

 

Phase 1: Idea = Fairy floated over someone's head and dropped fairy dust and BAM, let's build something.

Result: $2-3,000,000 in feasibility studies, potential ROI, engineering studies, gov permits, property evaluations, and land title searches which go back 100-200 years.

 

Phase 2: Pre-FEED

Result: (Front End Engineering & Design) $8-12,000,000. More studies, engineering pre-design drawings that conceptualize project (footprint, location, presentation, public infrastructure), and develop a FEED bid package, preliminary budget.

 

Phase 3: FEED

Result: $40-60,000,000 This is the actual design of the concept, still preliminary, but more detailed than Ph2. It develops floorplans, electrical layouts, geotechnical/geophysical, basic materials lists, internal requirements, safety plans, schedules, estimates, project controls requirements, size and functions of project leadership team, etc. Develop Contract plan that calls out how the detail design and construction will be allocated. Build contract packages for each area, including all of the above.

 

Phase 4: Detailed Design and Construction

Result: $400,000,000-800,000,000 Detail design, construction, and plan handover. Safety plans and maintenance schedules are developed based on the real estate. Prepare all required documentation including as-builts, maintenance and spares schedule, insurance and inspection documentation, etc.

 

Phase 5: Open the door

Result: $4-10,000,000.

 

BTW, this does not include even 1 employee or 1 roll of toilet paper.
