Actually, Hubble didn't think the red-shift was due to an expanding universe. He went to his grave believing it was a result of something we didn't understand. Historians simply want to credit Hubble with it because he was the one that found the relationship. Obviously Halton didn't agree with it either.

That may be true, but US libel laws specifically require "material harm," which is generally known to be monetary damages, i.e., it has to cost you something.

Shutdown doesn't have anything to do with Congress being in session. It does, however, provide some optics for POTUS to adjourn (or convene) Congress as a matter of national emergency, which would allow him to put all of his current backlog of nominations in place without any approval process.
