Think of the ones in EPA who put out Climate Change REport.

So the longer the shutdown goes on, the more leverage he will have to lay 'those' workers off permanently by Reduction in Forces.

A long shutdown would not have served to drain the swamp if he had done it earlier because POTUS needed time to compile the list.
