Yesterday, the phrase "sea to sea" was brought up - don't remember if it was a DJT tweet, or in Pompeo's speech. What was said was NOT sea to shining sea.
The only place I've encountered just sea to sea, is Psalm 72:8, which speaks of Solomon's - and by extension - Christ's total dominion over earth. Could this be a reference?

See this article about changing eligibility requirements for the army. We discussed this a while back. Looked then as if they would be willing to take any of the dreck out there. Looks to me like cannon fodder has its days numbered.
