I used to think this was a reference to the ease of trafficking children in a small island rocked by a natural disasters.

 

Now I'm thinking there is something to melanin levels and the total harvest value of adrenochrome from adrenaline jacked children. For example children under constant stress from a disaster coupled with acute torture to stimulate maximum production.
