What if POTUS is going to drop the D5 avalanche as the SOTU, in writing, EVERYWHERE. Since they won't have him in the House he just submits it in writing, detailing their crimes, calling for a state of emergency and starts arrests. Basically, use the SOTU to drop the DECLAS on all of them unexpectedly in a way that can't immediately counter. Q then starts dropping links to videos, texts, etc…and then POTUS tweets,

He could simply write it out and have it delivered to congress (which has been done many, many times in the past.) It is modern politics that turned it into a stump speech for prime time viewing.
That would be great. Lay out all the trafficking and dirty politics, and treasonous activities for the past 25 years and finish with, The State of Our Union is nearly dead, but we are going to Make America Great Again. Madam Speaker, you are under arrest for Treason.
It would get held up in courts until the SC sided with him (hello Justice K).
As soon as the 9th Circuit issued a stay, they would appeal to the SC…it would get expedited.
