We have traditionally had the SOTU given in the House of Representatives because it can accommodate the House, Senate, Supreme Court, Administration and guests.

 

In earlier days of the Republic, the SOTU was a written address. Presidents had since delivered a live speech because it's an opportunity to address THE PEOPLE. Obviously, Trump would prefer keeping to the tradition of addressing the people LIVE. Nancy Pelosi is the Speaker of the House of Representatives.. so she sorta 'owns' the venue. Article 2, Section 3 of our Constitution states that the President an convene Congress/Senate in an emergent basis as needed. She is not taking this detail into consideration. Some say Trump then couldn't address them while in that session, but of course, that's ridiculous. At the least, the Senate (currently controlled by the Republicans, Trump's party) can provide the resolution to allow him to address the joint session… so that's not an issue either.

 

The Press here have become increasingly hostile and even for his last address, they scoffed at giving him prime time on their networks with which ti give his address. It's all very sad.

 

I think he should declare his emergency and then the press can be forced to cover whatever address he makes. He can deliver the hand-written speech to the House to comply with him requirement to do his yearly report (the SOTU), but not give them time to intelligently rebut.

My pleasure, GermanAnon. It gets confusing because both our House and Senate haver their own internal 'rules' too. A rather large number of our lawmakers are lawyers themselves. I believe they've purposely kept all this as confusing as possible just to keep The People in the dark and confused/intimidated. They really are too big for their britches.
