That means, it doesn't matter what Pelosi says, or how loud she says it. He's giving it.

Literally, yes. The Constitution commands him to do it, and make sure Congress hears it.

 

He actually doesn't have a choice in the matter, it's one of the things he must do as president.

 

Any attempt to stop it is a direct interference of the functioning of the Office of the President, nevermind Trump.

 

And Trump knows it and will not allow that precedent.

He will likely do more than that just to put a point on it, but what he does end up doing, will satisfy Art. 2 sec 3
