How can she force POTUS to not speak?
Germananon has a hard time understanding it. He can call in press in just a few minutes to say he canceled the SOTU but cannot hold the SOTU itself. That makes no sense.

Just got it. Reading helps. As far as I get it she has to „invite“ POTUS to hold the speech in the house. Makes sense now.
