The Speaker of the House is not required to vote in โ€œordinary legislative proceedings, except when such vote would be decisive.โ€ In practice, this means the Speaker of the House rarely votes and only does so when it is politically useful. When the Speaker declines to vote, he or she is simply omitted from the roll call by the House Clerk. (See House Rules, Rule I(7).)

It's never happened before. The law doesn't like dealing with things that have never happened before. Since Trump could just literally mail it in, she's not really blocking him from performing his duties.

Trump can adjourn both branches of Congress, but I don't see how he gets over the requirement to have a bill passed in both the House and Senate to hold the SOTU in the House. Unless he just rides roughshod over them, which is fine by me.
