First question would be to ask if that invitation is an annual formality. That is, is it done each year at a certain time.? Jan 3 was the invite, IIRC, so first day on the job for Pelosi?
It may have been a letter in a bunch of papers she just auto-signed. In retrospect, she says no SOTU during shutdown, but the invitation came during the shutdown. She says. later, that she 'assumed' the shutdown would be over, however, I think it would have been more likely that that possibility would have been mentioned in the invite. IOW, if she wrote, "You are invited if the shutdown has ended", she would have much more credibility than the, "I thought wrong", bullshit floating out there now.
TL;DR not a conspiracy, rather invite may have been just a form letter she signed in a pile of first day on the job correspondence.
