Maduro stripped the National Assembly of its legislative powers two years ago to create a Constituent Assembly, a congress of PSUV yes men (and women). The National Assembly is the equivalent of the House of Representatives, and Guiado would be like Nancy Pelosi. Under PSUV, his power has been stripped away.
