I did some research on the cross Chad Pergram found in the Capitol Rotunda. I do see a cross on the picture with the POW/MIA flag. That picture was taken on 8/26/2018 by Chad Pergram as well.

It appears to have been there a while. At least since 8/26/2018. What I find unusual is the markings on the floor don’t match up in the two pictures if you orient the cross in what I think is the same direction.
