With regard to the SOTU address (and further, sequestration of congress under extraordinary Occasions), the question becomes does POTUS have enough of the strings cut and indictments laid forward to obtain the correct outcome?

'By the powers vested in the POTUS, it is declared that both both branches of congress (HORs and Senators) shall be convened (on said date) due to these extraordinary Occasions.
Absent authority under the Constitution, it is recommended that the Judicial branch also attend, and participate in this convening.'
…and in the case of disagreement of between them, with respect of time of adjournment, President may adjourn them at such time as President shall think proper.
