Q referred to "libel" only the one time, in Q 818, and the context was CNN's reporting on the shooting at Marjory Stoneman Douglas High School, Broward County.

Now CNN reports that the Coral Springs police officers claim three other Broward County deputies were outside the school but failed to go inside as well. They quote “Coral Springs sources” who said the three “deputies had their pistols drawn and were behind their vehicles” when Coral Springs officers arrived. They said “not one of [the deputies] had gone into the school.”

 

The sources indicate other Broward County deputies arrived on scene, and two of those new arrivals joined with Coral Springs officers and entered the building.

 

The sources said, “Coral Springs police were stunned and upset that the four original Broward County Sheriff’s deputies who were first on the scene did not appear to join them as they entered the school.”

 

Coral Springs Police Department public information officer Sgt. Carla Kmiotek would not comment on what Broward County deputies did or did not do. Rather, “The Coral Springs Police Department will speak on behalf of our officers and their response in that incident,” she said. “We will not speak on behalf of Broward Sheriff’s deputies and their response to the incident.”

Two days after the shooting, Coral Springs Police Chief Tony Pustizzi addressed some of the concerns voiced by his officers in an internal email obtained by CNN that said, among other items, "I understand that another agency has given the impression that it had provided the majority of the rescue efforts, and that the tremendous work of the Coral Springs Police and Fire Departments has not been recognized. Please know that this issue will be addressed, and the truth will come out in time.

Pelosi said she will not hold a vote on a resolution for a joint session of Congress. However, no such vote is required for a joint meeting of Congress.

 

Joint meetings are typically held to hear the address of foreign dignitaries. Also for addresses by prominent military leaders or on special national occasions. But these are not limited to such functions. The presence of members of SCOTUS is merely ceremonial, of course, and a matter of public courtesy.

 

Not clear that attendance is mandatory for Senators and Representatives, however, a quorum might be required based on the rules of the Senate and the House. Votes on resolutions for joint sessions or meetings are usually mere formalities.

 

Both sessions and meetings can be held in any convenient venue. The House of Representatives is the larger venue so Senators usually join the Representatives in the House's chamber.

 

It is not clear if a President can call on both Senate and House to meet together to hear his address or for any other purpose. It might be done but there appears to be no precedent. POTUS might extend an invitation to all members as individuals rather than to the collectives – the Senate per se and the House per se.

 

I do not think the President can make attendance mandatory for such a meeting. But he might encourage attendance through other incentives.

 

The framework for the three branches of government does not make the President the boss of the legislative branch; there is no Prime Minister per se. In fact, the role of majority leader in either Chamber is not written into the constitutional framework, however, the rules of each governs its members on the formal joint sessions and joint meetings.

 

It would be incredibly provocative, I think, for POTUS to invite both Chambers to a joint meeting at a venue outside of the chambers of Congress. But it is an intriguing idea.

So POTUS has decided to hold off until the partial shutdown has come to an end.

 

Whether or not POTUS could hold it sooner is apparently not something he is ready to test against the determination of Pelosi to obstruct through whatever ways and means are at her disposal.

 

Has he blinked, even if he has the constitutional authority to convene a joint session or joint meeting?

He may formally convene congress, however, they are a separate branch of government with rules of their own. The House chamber is not the President's chamber.

 

He could convene at a different venue, as per his most recent tweet. Can he make attendance mandatory, do you think? And enforce it? Seems to me it would take almost no effort for at least half of the Reps and half of the Sens to simply not show-up.

 

And that would, in effect, undermine presidential authority.

 

No, I think for practical purposes, a president convenes cooperative members of Congress whose attendance is voluntary even if for many, if not most, such attendance might be reluctant.

And then for POTUS there is the classic principle of appearing weakest when you are strong. The Trump Admin has time on its side, I think, because Pelosi's Speakership is at stake, as well, but Trump will remain president regardless.

 

Right now her mandate, such as it may be, is defined as Obstructing Trump Presidency. That is it. That is all. And this back and forth on SOTU has made that abundantly clear even to her fellow elected Dems.

Infighting among the Dems will prolly lead to the traditional solution: replace current leadership (behind the scenes or outright) with an alternative that does not satisfy either major faction but is acceptable (ie ineffective) to most if not all factions with their ranks.
