Cabal already had plan in place to torpedo it using higher interest rates, but a shutdown causes growth to slow to a crawl.

Why does this affect the private sector so much?

Regulatory approval. During a shutdown, it doesn't happen. Growth slows.

Interest rates cannot be raised as a result.

The longer the shutdown, the longer the after-effects. The longer until interest rates rise.

Remember, interest rises were not planned to prevent Trump's re-election, but to destroy the USA's economy.
