Trump needs the wall funded, or it will get hung up in courts. No, SCOTUS wont save it, either, because appeals can sit on it. Dead in the water. Done. Nada. Zilch.
As soon as a budget gets passed for the wall, then it can get magically augmented, sure. But it has to pass legislation. Martial Law is the only recourse (neutering the courts) outside of that, and nobody wants that.
