RIF falls under OPM, not OMB. So it doesn't really matter about their comments the other day. The RIF has been in the works since (on paper) March of 2017. Federal Employees are required a substantial heads up, I think it's 180 days. This publication came out almost 2 years ago. The reorganization is already prepared. The RIFs can begin. Also, they can now be administrative RIFs, not shut down RIFs since we are past 30 days.
