SYDNEY (Reuters) - A former Australian lawmaker retired from the board of the local arm of China's Huawei Technologies Co Ltd on Friday, potentially weakening the firm's efforts to withstand government moves to restrict its market access on security grounds.
John Brumby, a former premier of the state of Victoria, will leave the world's biggest maker or telecommunications equipment on March 1 after eight years as a director of it's Australian subsidiary.
Brumby's exit reduces Huawei's influence in Canberra at a time when Western nations increase scrutiny of Chinese telcoms equipment makers over concern that China's government could use their products for espionage. Huawei says the concern is unfounded.
Brumby was a key figure in Huawei's unsuccessful efforts to prevent Australia's conservative government banning the company from participating in the country's fifth-generation (5G) communications network last year.
"The timing of my retirement from the board is completely unrelated to any recent commentary regarding China and Huawei," Brumby said in an emailed statement.
"I remain a strong supporter of closer ties between Australia and China, particularly in the fields of investment, trade, education and R&D."
Huawei has been under siege since the arrest of its chief financial officer in Canada in December at the behest of the United States. The U.S. Justice Department has accused Huawei of bank fraud and conspiring to steal trade secrets. Huawei denies wrongdoing.
Though barred from Australia's 5G network, Huawei has maintained its presence in the region and has secured a series of contracts in the face of Australian objection.
"Brumby, as a former premier, carries weight as a lobbyist. Losing someone of the stature will hurt Huawei's efforts to prosecute its case and to be allowed to expand in the region," said Haydon Manning, professor of politics at Flinders University in South Australia.

The Evolutionary Cognitive Neuroscience (ECN) discipline, and its associated fields, may produce tools that advance humanity’s ability to understand and manage itself. Simultaneously, ECN may also yield brain-centric weaponry that drastically alters human warfare. The United States Department of Defense (DOD) may marshal significant resources — as it did during the 1941 to 1946 Manhattan Project — to drive ECN research, development and testing. DOD is the only entity in the United States with the capability to fully fund ECN programs. The DOD’s Defense Science Board and the United States’ Intelligence Community has recently suggested research thrusts into ECN and the merging of data-heavy sciences and social sciences. Success will ultimately depend on program directors and researchers’ acceptance of general Evolutionary Theory and, in particular, Evolutionary Psychology. Failure to do this will result in a mosh-pit of studies based on dated science and methodology.

Exploring and Dissecting the Human Terrain
The increasing global interdependence implies an increase in complexity. However, the relationship that was discussed between this complexity and the internal structural changes that are taking place in social and economic systems provides us with an additional insight. The change from hierarchical to distributed control implies that the complexity of collective behaviors is not only increasing, it is already higher than that of a single individual. In this context, the traditional conflict between individual and collective good and rights should be revisited. This philosophical and practical conflict manifested itself in the conflict between democracy and communism. It was assumed that communism represented an ideology of the collective while democracy represented an ideology of the individual. The transition to a complex organism implies that this conflict has been resolved, not in favor of one or the other, but rather of a third category — an interdependent complex collective formed out of diverse individuals.
The traditional collective model was a model that relied on the uniformity of the individuals rather than diversity. Similarly, the ideology of the individual did not view the individual in relation to the collective, but rather the individual serving himself or herself. It should be acknowledge that both philosophies were deeper than their caricatures would suggest. The philosophy of democracy included the idea that the individualistic actions would also serve the benefit of the collective, and the philosophy of communism included the idea that the collective would benefit the individual.
Nevertheless, the concept of civilization as a complex organism formed out of human beings is qualitatively different than either form of government. There are two natural conclusions to be drawn from recognizing that human beings are part of a global organism. First. one can recognize that human civilization has a remarkable capacity for responding to external and internal challenges. The existence of such a capacity for response does not mean human civilization will survive external challenges any more than the complexity of an organism guarantees its survival. However, one can hope that the ability to prevent local disasters will increase…Second, the complexity of our individual lives must be understood in the context of a system that must enable its components (us) to contribute effectively to the collective system…The merging of disciplines in the field of complex systems runs counter to the increasing specialization in science and engineering [but] it provides many opportunities for synergies and the recognition of general principles that can form a basis for education and understanding in all fields.

Game, set, match - Michaelia Cash in hiding from the Federal Police
For nearly 18 months now Labor has pursued Michaelia Cash over her office’s leak to the media of advance notice of a police raid of the Australian Workers’ Union. We now know, from evidence given under oath by Minister Cash’s former staff in court, that this scandal in fact involved two of her personal staff, another person about to join her office and a staff member of then Justice Minister, Michael Keenan.
Estimates uncovered new evidence from the Australian Federal Police and the Director of Public Prosecutions, that Cash and Keenan had refused to provide witness statements in their criminal investigation, and that the only reason someone hasn’t been prosecuted is a lack of evidence – including the witness statements Cash and Keenan have refused to provide
Despite this, under hours of questioning from Labor Senators, Minister Cash continued to claim she had cooperated with police. Who do you believe? Michaelia Cash? Or the Federal Police?

Helloworld – Goodbye credibility
It was Helloworld and goodbye credibility for the Finance Minister last week, who claimed he hadn’t even noticed the travel company run by the Liberal Party Treasurer hadn’t charged him almost $2800 for his family holiday for nearly two years.
It got even murkier with a bombshell email sent to the foreign affairs committee by a former Helloworld employee. He claimed Helloworld’s CEO was able to set up a meeting, at short notice, with officials from the Australian embassy in Washington to discuss its bid for a lucrative contract because Australia’s ambassador to the US (and former Liberal Treasurer, Joe Hockey) “owed” him. Helloworld’s CEO denies this and the Government insists Mr Hockey hasn’t done anything wrong.
Just more evidence that the Liberals are only interested in looking after themselves and their mates at the top end of town and not governing in the interests of all Australians.

Treasury officials confirmed to New South Wales Senator Kristina Keneally that this target is not actually achievable under current growth figures.

Government favours for mates… again!
The Government continued with its ‘jobs for mates’ policy last week – this time using money from the Indigenous Advancement Strategy to fund a television program on Sky News starring Warren Mundine, the Liberal Party’s candidate for the electorate of Gilmore.
Senator Jenny McAllister questioned Minister for Indigenous Affairs Nigel Scullion about how this deal happened– with Scullion denying Mundine had privately proposed the television show to him despite the department saying that’s exactly what happened.
The Minister further denied that spending public money to raise the profile of somebody who would soon become a Liberal candidate was a bad look – securing his spot in the “completely out of touch” category of senators in the Morrison Government.

Thousands of older Australians are waiting for support but the Government doesn’t care.
Shadow Assistant Minister for Ageing, Senator Helen Polley grilled the Morrison Liberal Government about their shameful record on ageing and aged care.
It was revealed that instead of delivering more home care packages for the 127,000 older Australians on the waiting list (including 69,000 older Australians with no home care at all), they had spent $128,565 of taxpayer money to send a propaganda letter to those who already had a home care package.
This self-congratulatory letter is on top of an $8.2 million advertising campaign last year for the Government’s failing aged care reforms. This money could be better spent on actually delivering support for more vulnerable Australians.
At a time when older Australians are waiting more than two years for a home care package this is a classic example of this Government’s appalling priorities.
It’s disappointing that the Liberals continue to mislead older Australians and give them false hope. The Minister even tried to downplay the seriousness of the home care waitlist crisis saying there are "only 69,000" vulnerable older Australians waiting with no home care package at all!

Well, just think… "69,000" vulnerable older Australians… what are the odds that the same PlayBook is in use for "vulnerable older Australians" that was used to create the NDIS.
A Class Action brought by 69,000 is a very Big Stick and would be an unexpected blow (to both sides) from an angry public.
How is it done? NDIS PlayBook - Begin - Every mother, father, brother, sister, aunt, uncle, grandparent, Grandkids, carers, service providers, and friends, campaigned the hell out of it, and a select few (Anons?) wrote the original outline agreement for Government to ratify.
The NDIS Blackmailed the Government with their VOTE.

Networks gather in push to change age pension and reduce poverty.
Australians have a proud history of punching above their weight. From sporting endeavours to the Hills Hoist, which led the rotary clothes line revolution worldwide, to the polymer note and social policy innovations such as loans for education with income contingent repayments, first introduced as the Higher Education Contribution Scheme (HECS).
However rarely do we acknowledge the significance of the introduction of the Age Pension in Australia, not only one of the first in the world, but certainly the first of its kind.
We might take for granted the fact that everyone regardless of their income levels in the past is eligible to receive the full Age Pension rate pending the wealth and income test.
In Australia, unlike most other Age Pensions around the world, earning a low-income, taking time out of the workforce for family or caring duties, or being a small business owner was no barrier to receiving old age pension assistance form government.
This principle was hard fought for by early Australian advocates for the Age Pension and enshrined in the Invalid and Old Age Pensions Act passed by our young Commonwealth Parliament on 10 July 1908.
The role and delivery of the Age Pension has of course changed significantly since then, most noticeably along the assumption that Australians could and would own their own homes by the end of their working lives. For those who didn’t there were government provided services to assist, including the public housing system providing subsidised accommodation, as well as public health services delivered in tranches at various stages.
Looking back on the Age Pension in Australia, it’s clear that it’s time to again review the adequacy of the Age Pension and indeed the retirement system as a whole in keeping people out of poverty. On even a cursory glance, it’s clear that the assumptions underpinning the Age Pension have not kept up with the reality of the changing economic landscape.
The problems with our housing system are well documented, including declining ownership and the high costs and insecurity of renting. We’ve never gotten around to properly integrating dental care into the public health system, with commensurate subsidies for affordability. We are pushing essential services such as Centrelink and My Aged Care online without considering the cost inhibitions faced by poorer households to maintain an internet connection.
The Benevolent Society looked at exactly that question in the research report The Adequacy of the Age Pension, which we undertook alongside our partners Per Capita and The Longevity Innovation Hub.
The research found that whilst some people can enjoy a decent standard of living whilst receiving the Age Pension, they rely on a certain number of life factors to go their way. For too many, for example renters, people with unexpected health costs and people who are single, it’s a very different situation.
This has recently been confirmed by the Organisation for Economic Co-operation and Development’s recently released figures showing that more than a quarter (26 per cent) of people aged 66 or over are experiencing poverty, which is about double the average of OECD nations.
Australia is a rich country, meaning that this situation is of our own doing. It’s a result of the choices we make as a community. The good news is that we can also make the decision to do better.
We have launched the Fix Pension Poverty campaign to pursue the recommendations of The Adequacy of the Age Pension report. The campaign is calling on our politicians to commit to:
*basing decisions on the rate of the age pension on evidence, adequacy and need – not on party politics
*providing free dentistry for people receiving the Age Pension
*increasing rental assistance by 30 per cent for couples, 50 per cent for singles and indexing to rental increases
*introducing a new broadband rebate to keep people connected to essential services
With our campaign supporters including National Seniors we’ve been visiting local communities to raise awareness of the issues faced by older people experiencing poverty and showing how we believe the Government could fix this situation.
We’re bringing together networks and groups of older Australians and their allies to build local Fix Pension Poverty campaigns to ask questions of their local representatives.
We were promised a Federal budget for older Australians, but received nothing for people on the lowest incomes, in the most need of assistance.
With communities getting organised around the issues faced by people on the Age Pension experiencing poverty, this might be our opportunity to reconfigure the Age Pension to today’s economy and reduce poverty.
