If I were to play devils advocate i'd say that Jones thought that "nick" or whatever he was called, that claimed to be part of the Q thing and therefor Jones had talked to Q.
There is no evidence that "nick" or whatever was connected to Q. Jones could just be talking out of his ass and not be conspiring…
He's still an asshole, not because he did anything with Q. But, because he treated Dr. Judy Wood bad and tried to cover up the truth.
