Why would this mean the SOTU is back on? Pelosi has to allow POTUS to give it in Congress, and he said he's only going to do it there.
I think he's waiting for the caravan as well. When they roll up, all MEN, and start hammering our border, he'll have every excuse he needs to call emergency.
