Sounds to me like he's going to bat for the congress critters on both sides who want the wall but are locked out by their leaders.

This might be why Pelosi left Dodge. There's a dem pushback against her. I think POTUS is saying he not going to punish them because they want to vote their mind but can't. So, last chance to show the country that they mean business.

Clear as hell to me that the wall is going to get done. No choice. POTUS can't list all the dangers directly to the public as he did, then not act on it.
