How is opening the government for 3 weeks a cave? He gets to do SOTU, keep selling wall in speeches and if he needs to he can use the Trump card of National Emergency to ultimately build wall.

In essence, he is winning politically, knows it and has three more weeks to keep politically pounding it to the dims. They must be a political glutton for PAIN!
