Mirror means a lot of things.
But it is true that one of the meanings is making an automatic backup of data on another server and even preserving all the different versions of a file from the beginning. Apache server does this, but Windows server also has this capability.
IT people know this stuff and often set it up without telling the boss because they know that bosses do stupid things and then rant and rave and threaten people when their computer data gets lost. The IT people like to be certain they have a way of getting deleted or changed files back when the boss starts shouting. This is so easy to do nowadays with the cloud because you don't have to buy another server to hold the backups.
Apache in Q's drops mostly referred to a Belgian PR company at http:// www.apache.be which was distributing Securedrop. A lot of people saw the Apache on the Securedrop page and thought it was the well known and trusted Apache Foundation who made the Apache server software.
But it wasn't. Probably just another CIA front to fool people
