Latter, I think. There are some, like most Americans, who are left on some issues and right on others, so party designation doesn't tell the whole story, rather the political history of his district/state when deciding to run.

Just thought of this when I read that line. With all the RIF discussion last week, the issue of unforeseen events came up as a factor of what would trigger a RIF process or not.
Thinking this definite date may be a RIF trigger. POTUS said 'no deal from congress I'm shutting it down. Not unforeseen now.
