Apparently some attorneys use "papering" to their advantage to request a new judge. Some do this to bury the judge in the hopes of having him removed from the bench. Some are done for legit reasons, some aren't.
A recent news article indicates that a CHANGE TO OUR JUSTICE SYSTEM may be forthcoming, if the lawyers listed (see last paragraph) have their way.
