We aren't going to see a budget deal, I would imagine.

The power is in the President's hands, right now. In order to expand the budget further, congress must come to POTUS to form a deal. However, when the President wants to do something, he can toss almost anything at congress to get a temporary funding for what he wants.

The dems think they have an upper hand, here, but they need the funding more than potus needs the wall funding. He already has it, and the wall is already being built in a number of regions per prior contracts.
