But wasn't this shutdown a planned shutdown? Congress knew before that if a budget did not get passed, the government was going to shut down. There was no emergency that forced a sudden shutdown, so why wouldn't this be considered a planned shutdown?

 

On another note, correct me if I'm wrong, but I don't remember seeing anything in the RIF rules that once the 30 days was reached, if the government reopened afterward the employees were safe from RIF. The way I'm interpreting it, once the 30 days comes and goes, the government can continue to RIF of those employees they deem unnecessary. So, that would mean that we could still see a reduction in force now while we're waiting for the next shutdown. Again, if I'm wrong, please let me know.
