regarding RIF–rules say that it has to be a planned shutdown–Trump just gave a date for a planned shutdown–so the 30 day-22 working days has a PLANNED shutdown date–then people can start be fired or layed off from the SES after 45 days. SES can be radically reduced and I bet theOMB already has the plan ready to go.
