My theory is based upon decoding GEOTUS's Twat from today, wherein he left the "h" out of the word "whether," spelling it "wether," (See Twat)
Taking the h that was left out, h=8. Thinking it's confirmation that RBG is no longer alive, which leaves 8 on the USSC. Just my theory, if you have a better one, post it!
